I understand your basic point. What I don't get is why do you assume letting in traffic from Zimbabwe, Cuba or Iran would IMPROVE your ratios? The opposite will be the case.

My advice to everybody comparing ratios is to stop comparing sponsor side ratios, very simple. Compare $ per outgoing click counted by your own serverside scripts. If you run TGP/MGP galleries, compare your $ per 10k of gallery unqiues. Never compare sponsor ratios because it's not always beneficial comparing apples to oranges.
