now if he had popups or redirected the shit then i could see it happening but not cause the host cut him off |

I don't think it has anything to do with "paying for his bandwidth" his provider use the apache mod "mod_bwlimit" which is why you're seeing the error, his page met the threshold configured for mod_bwlimit, might choose a different provider.
