Following your logic that on every honest guy from eastern europe there is 20 cheating scumbags we could easily come to a conclusion that the 20/1 ratio could, with high accuracy, be applied to the general population of those countries (not only webmasters) unless you are claiming that webmasters are more prone to fraud (if so, please elaborate).

If we apply that ratio to the general computer literate population of the countries in question there is something seriously wrong with verisign's statistics.


If you take a closer look at the second table on page 7 of that hahahahahahahaha you will see that that table shows the top 10 countries based on ratio of fraudtransactions to total transactions in same region. That list is in no way affected by the difference in the number of internet users.
