If she's going to do work in BC, she needs to be 19 in order to sign any legal documents like model releases.
You may be able to get away with 18 if she lives on her own, pays her own bills in her name, rents her apartment in her name, etc...but to play it safe, 19 is the age of majority in BC, and the legal age to sign documents.
