Yes, Sony Vegas. Version 4.0(e).

Just got the thingy + dvd.

I can't for the life of me find how to cut a 25 minute mpeg into 1 or 2 minute clips

Yes. It's now owned by Sony Media. I didn't know it was formely Sonic Foundry until after I downloaded it....

I've been on the support forum at Sony for 2 hours and nothing I see explains how to do such a simple task.

I checked out creativecow.net, but the site looks like it hasn't been updated since 1994. Didn't see any Vegas forum either. I'll go take another look.
