Personally I would prefer it, but it actually does put the designer at a slight dis advantage.

But I know what I can do and willing to do for X amount of dollars and if I am not interested I will pass it by.

I know what you're saying...but I think it kind of works both ways...but basically it is kind of silly to go around and windowshop to a bunch of designers only to move on because the price is high when they could have just started a thread stating exactly what their budget was and what they needed.

Negotiations can still go on in the background via icq/email etc.
