I'm sure that the intent of the Georgia law was to prevent local doctors from succumbing to bribes to perform the procedure on now-US residents. It still happens every day, even here in Canada. If a physician cannot be found, the girl is shipped 'back home" to have it done.

Georgia is actually a pretty liberal state in most respects. There are some conservative counties, yes, but many of the counties around Atlanta are pretty progressive.

This isn't as dumb a law as some people think. They didn't pass it just so women can't get clitoral piercings. Genital mutilation is a very real and disturbing practice. The supermodel Iman was subjected to this when she was young. It's a really terrible thing. They passed the law to prevent this kind of thing from happening to innocent children. I don't think most of the voters realized that it would also ban voluntary piercings and modifications. I'm sure some did, but there are rotten bananas in every bunch.

This is tough territory, anyway. Supposedly the government shall make no laws that interfere with cultural or religious beliefs (hence the reason circumcision is so popular) but this is a truly wretched thing to have done. I'd like to add that there is NO LAW. This version of this law has not been approved by the GA senate nor has it been signed by the governor.

Even if by some act of 'God' the bill passes a senate vote and gets signed into law by the governor... it will not withstand the federal courts.

If they want to pass a law to protect children from being abused, they could simply have specified that the law only applies to children. Maybe they will change it now that there is an outcry from the public, but if people like you had your way, it would become law as it is.
