Israel has a tendency to keep on living after attacks. Israel learnd how to keep going despite the continuous danger and that caving in and running to hide proves to be the most dangerous course of action. (and that you don't change your government just because some terror organization asks you politely by bombing your trains)

I think "you" are guilty to an extent. I think when you are pretending all is in order and thinking terror is none of your concern, and the fault of the receiver in part, you motivate terrorism and legitimize it.
Israel has a bit more backbone than it seems you are practicing.
