Lift the recip requirement. Everyone builds recipless galleries and might be more inclined to submit.. eventually

What he said above...get rid of rule number 5. If anything say that its not required but appreciated. Then one way you can pull in traffic is make foot galleries with a link back to your tgp on it and submit them to fetish sites.

another thing i thought of after looking at your site: change the font.

make it either arial, tahoma or verdana - it's a must.
