Desired Mouseover Effect.. How to do it?

I would like to do a mouseover effect on my menu that opens a box explaining a link when people put their hands over it.

For example, say my links are:

Home
Buy Now
Contact Us

I would like it so that when someone puts their hand over "Buy Now" they get a window explaining the link before they even click on it.

Ideally, I would like it to have a second or 2 second delay so that if people click immediately they won't get the box. Also, I would like it to look like a comic strip text block where there is a rectangle or oval with a little triangular part on the bottom (looks like a little prick sticking out or something).

Anyone know how to do this or know any sites with this feature?
