My vote is yes. But you need to know the history and culture behind anime before you judge. I believe the reason anime looks like it does is a result of Japanese laws.

Cartoons aren't illegal. But if there's a storyline, they usually claim that the characters are 18 but look young, just to be safe.

In the US, until mid 2002, any kind of depiction of underage pornography was treated as real. Even drawing a pigtailed stick figure could theoretically land you 20 years in prison and a "sex offender" badge for life. The law was overturned in Ashc roft v.
