there are a few different things that can cause this.
Some are perfectly normal while others can be symptoms of something more serious, like an STD or Fungal infection.

It is important for you to elaborate more.....
Are they more visible when the penis is erect?
Is the skin dry or flakey?

The secretion is called Sebum. And yes it does lay in the tiny little follicle sacs. This is what builds up in the hair follicles and can cause them to seem larger at times.
