Capping upload speed?

Is there a way to cap the upload speed of your internet connection, in windows XP?

No. I mean cap. My ISP has a shitty monthly transfer limit (Australian broadband is a joke). Both downloads and uploads count on my ISP, which is the only cable provider in my area, and i'd like to limit the speed of my uploads.

When my uploads are at anything close to the full speed, the downloads get really slow. Downloading tv episodes with bit torrent tends to take way too long 'cause of this.

The technical explanation:

"If you saturate your cable modem's upload cap with an upload, the ACK packets of your download will have to queue up waiting for a gap between the congested upload data packets. So your ACKs will be delayed getting back to the remote download server, and it will therefore believe you are on a very slow link, and slow down the transmission of further data to you."

That's the problem. I already have a cap on my upload speed. When my uploads reach the speed cap, it congests the connection and slows my downloads. I figure if i can cap it at say, a quarter of my connection cap, then it won't have the same congestion affect.

10 gig/month, which isn't so bad, considering that up until january, it was 3 gig/month for probably more than a year. Goddamn. That sure sucked.

Use this:




Linksys WRT54G...

Put Sveasoft's firmware upgrade/enhancement on it & use the banwidth management features to rate limit your upload speed on that connection/computer or setup QoS policies.


That WRT54g with the firmware upgrade is bad ass.

i wish i could get my uploads to go faster, i get like 64k not 128

Can cap upload and download speed as a whole, or on a per application basis. It's the shit.

Also, since you're using Bit Torrent for downloads, you could use a client that allows you to set max up and max down speeds. I personally use BT++ and it's great.

Oh yeah, I'm also with Ozforces (http://www.ozforces.com/pnews.php?page=home_dsl_prices) 1.5m/256k ADSL Connection, and not badly priced. No download or upload limits, and a 6 month guarantee that if they ever stop offering unlimited, I get six months warning before it goes into effect and I can cancel and move to another company in that time if I like.

So at any given time, I know I've got at least six months before they can kill unlimited on me. And with no "fair use" policy, I download around 4GB/Day as an average, and upload around 1GB/Day.
