Yes there is a way to target that stuff you would have to get an ad-server like phpadsnew or something similar then you would have to BUY a geo-targeting database...these can run anywhere from $100 to $1000 but i use one and filter my traffic by area, country, and continent, so as not to waste my bandwidth etc.
