Stop crying idiots. Every sponsor has a list like this. Its well knownthat these countries bring nothing but problems and i would ban them as well.

if it were me i'd do the same thing. bulgarian here and i gotta tell you there's so many people over there trying to use stolen cards it's almost normal to brag about it on IRC. after someone mentiones a site and people say they got no CC, the next thing is asking for a card to use.
some people get in the sites, leech the content then sell it on CDs

Well, I live in Argentina but Im French, and I dont have any other choice to get money here to be able to pay my University fees. Can you just ask users from banned countries to ask you for permission? This is pissing me off than almost all good sponsors doesn´t allow Argentinian webmasters because a few are dickheads and doesnt know how to have a good job without cheating...
