I need some tech help

I tried to save an image in photoshop with save for web and an error came up I've never seen before:

"could not complete this operation because an assertion has failed"

I overlayed photoshop, didn't help.. I uninstalled and re-installed it.. still didn't help, ran a virus checker and spybot.. still no difference.. then I tried to do a system restore.. and it wouldn't rollback, it went through the motions, but when it rebooted it said it hadn't done the restore and to choose a different restore point, I tried severl more of them with the same result.

Can anyone help me out here?
