Go with WHMAP (http://whmautopilot.com), the new version being released soon will put the final nails in the coffin for modernbill and the others.

We use modernbill and a lot of our resellers do. It's a complicated script and it will take you a while to figure it out, but once you do the features are pretty much unlimited. WHMPilot is also nice, but it lacks a few features/modules which ModernBill does have.
