48 indicted in IBM scandal in South Korea

SEOUL, South Korea -- Prosecutors investigating corruption in the bidding on government contracts by a South Korean affiliate of IBM Corp. indicted 48 government and company officials today, a local news agency reported. IBM Korea and its local affiliates won $55 million in procurement contracts from government bodies through bribery and prearranged bidding, prosecutors said, according to Yonhap news agency.

Prosecution officials were not immediately available for comment. IBM Korea expressed regret over the incident, saying the ''company has never approved or overlooked the creation of slush funds.''

Today, prosecutors indicted Jang Kyong-ho, IBM's executive director in charge of business with government organizations, and a South Korean tax official, Han Doo-hyun.

Jang was accused of helping Winsol, a local distributor of IBM servers, win about $35.8 million worth of procurement contracts from the National Tax Service and four other public offices through prearranged bidding between 2001 to 2003.

Jang also was suspected of helping Winsol earn more contracts from the Ministry of Information and Technology by prearranging bidding with companies such as LG Electronics and SK C&C, a subsidiary of South Korea's No. 3 conglomerate, SK. He bribed the companies in return for them giving up the bids, they said.

Jang and 11 others were indicted on bribery charges and for violating fair trade laws. Prosecutors indicted 36 others for similar charges but did not arrest them.

Investigators have searched IBM Korea's three offices in Seoul

See, outsourcing's biggest gain is that it cuts production costs and overhead. No prob there. That's true.

PROBLEM is that that isn't the main goal of the outsourcing companies. The main goal is to avoid the labor laws and exploitation litigation that accompanies a U.S. or U.K. government.

That's what that story is all about. The corruption level of foreign governments who aren't just out to make money for their people but themselves. We knew damned well that was the main reason. I know because I saw it happen in Thailand damn near 14 years ago when we turned down toy manufacturing there because of horrid work conditions. Dudes didn't listen to us and 8 days later the plant caught fire killing 8 women and girls. 60 Minutes carried the story. That's just ONE incident. Not including prostitution. Oh yeah, them business trips to them 3rd world countries ain't nothin' more than an excuse to sexually abuse children and poor women AND men.

It's institutionalized slavery all over again under the color of global economy agendas. This case in S. Korea was the icing on the cake because it shows that the people are the last to benefit unless we step in and make things go right.

Outsourcing, hey, it's economical. Exploitation, that's downright fucking evil and with this case in S. Korea it gives us the foundation to make sure that workers outside of the U.S. are gonna get their fair share and those domestic companies that participate in it are gonna get more than a slap on the wrist.

You watch. Outsourcing will drop like a rock soon as human rights are enforced regardless of the promise of low overhead.

That's why outsourcing has bounced from one country to the next over the past 30 years. Soon as the workers make some loot they stand up for their rights and the big companies move on to the next hole.

Ive been solicited by a few outsourcing companies lately. What I thought was funny about all of them, was when you decline their services, they automatically kick a few hundred dollars off their original pitch.
I chatted with some outsourcing clown for 20 mins before I realized he couldnt understand a fucking thing I was typing.

Im a vet in the porn world, but a newb to the web world, Ive been checking these boards for the last few days, but still cant seem to get any play from anyone but these outsourcing people.

If anyone knows of any good American companies who are down to do a custom deal with us, please forward the contact - design @ Pornslinga.com

We pay our staff a lot more than they get anywhere else or would get anywhere else and we work with them, they are the core of our business and we don't forget that, we don't exploit or abuse our staff and if you ask anyone that works for our outsourcing company they are extremely happy with the work environment that they have.
I personally spend work and personal time with my staff and I am happy to take care of them in the work place or out of the work place if they have a personal problem.
We do not lower our prices and would prefer not to take the job on rather than discount and cheapen our company in that way, we have many very satisfied client base who use us again and again and then take on more designers and/or webmasters.
We are in this for long term and intend to do this professionally as we are doing.

Just because other companies around the 3rd world abuse a situation it does not mean you tar everyone with the same brush!
There are many good outsourcing companies that are trying to push on and give a better standard of life for the locals.

Yes standard of living is much cheaper in the 3rd world so salaries are cheaper, but money goes a lot further here.
Like in Bangkok you could eat chicken fried rice for about 70cents of Sukhumvit road and it?s really good food.

You bang on about US and UK governments when the standard of living over there is so high that if every country was the same then??? Where would we be?

Outsourcing is often more expensive for a comapany when it comes to IT. The reason they do it here is to stay flexible. I worked as a contract programmer for about 3 years. They paid the company I worked for around $75/hour for me. In turn the firm I worked for took care of all my benefits, raises, etc. The company could have hired me for a lot less than that but then if they decided to switch platforms they would have to retrain me or fire me. Both of which are expensive considering severence packages and things like that. Having me work as a consultant they can just say we don't need you anymore, goodbye, and their responsibility is over. Also, consultants don't add to "head count" as they are not considered employees. Bottom line is that with big companies it's more of an accounting game than anything else.

For me, I was on the corporate IT staff for a company that has about 300 manufacturing plants around the world. My job was to do project design and implementation for the various plants. I had to keep track of how many hours I worked on projects for each plant. I found out that my boss was charging the plants $150/hr for the work I did. So even though he was paying a lot for me he was getting $75/hr back into his budget. Under their goofy accounting rules they couldn't do that for employees but could for consultants. Again, an accounting shell game.

Just trying to give a little insight on why outsourcing is used in large corporations.

I beg to differ, Greg. While outsourcing does offer great price break advantages to US webmasters ( see http://www.webmasterlabor.com/rates.html ) it offers other, and greater, benefits as well. By freeing up small businessmen such as adult webmasters from their daily manual tasks, they can focus on more important tasks such as growing and expanding their businesses.

As for the exploitation argument, most outsourcing companies, webmasterlabor.com included, pay wage rates that are above the norm for our particular locale. While wages may seem low to US/EU eyes because of foreign exchange differentials and varying inflation rates, on a purely relative level wages paid by outsourcing companies are higher than average.

Outsourcing, especially task-specific outsourcing such as WebmasterLabor.Com, is a TOOL to be used by webmasters. It is not a destructive monster that eats up US jobs. Indeed, it can create higher level jobs by enabling webmasters to grow their business and thereby be able to afford local US talent.

BTW, forgot to add that the article posted that started this thread has nothing to do with outsourcing. Local IBM office rigged contracts with the government for server purchases for the government agencies. I doubt the Korean government is in the outsourcing business.

Yup, keep prices lower I have found that most of the stuff made in Japan are more expensive though.

It's China that's going to push prices lower.

Good point.

America doesn't need to fear outsourcing. Many lower level manufacturing industries were outsourced in the 70's, but the economy survived and grew even bigger.

Anything high tech/cutting edge, America and Europe will stay ahead. Its all a question of Economy of Speed.
