But they will gladly tell you they have it as they rip you off $200

It has to be breaking some sort of law. You cant just advirtise "We need your CC for age verification" then rip people off $200 over a promised service that isnt going to be provided.
That little link that pops up the small confusing TOS box cant protect them from that. There has to be some sort of violation. A issue for the FTC or somebody that deals with international credit card scam operations.
