A friend had over $1,000,000.00 frozen by the government over a couple thousand dollar judgement against him he had no clue about. Was every penny to his name and took months to get straight.

Yes, that can happen. It requires a court order. But yes, this can happen. I agree. It is not rational for most people (nonadult) to fear either criminal or civil action against them, though.
