Public chatrooms in the US and sexual proposals.... ( ? )

Is it allowed for an adult man in the US to enter a public chatroom and say to a random girl with an obvious underage nickname, like Jessica_16 : "hey baby, wanna suck my dick?"

Or is it possible that Jessica_16 is really Bob from the FBI and that guy will go for 25 years to jail, only for saying that ?
    I don't use ICQ anymore.

They may try and pop you for solicitation but it would be the worst case ever compiled if all they had was that statement. A first year law student would have you off on that evidence

I don't think you can go by nick alone. Some use their favorite numbers when coming up with nicks. But I'd still be careful

No the feds would not arrest on that fact scenario.

What they WOULD do if they were indeed that nick is they would chat him up and in the process make sure the party clearly understood that he was dealing with a minor. After knowledge of the minor status was established, they would attempt to get the party to do an overt act to charge him with more than mere thoughts. More than likely they would attempt to meet with him.

But that would be also probably different regulated in different states and depend on the age of the man. If he's let's say 24 or 49 - that would make a difference
I also mentioned that she would be 16 and not 14.

Don't be afraid, i am not Sex Education, this is just a hypothetical question and to be honest, lot's of such stuff happens in th chatrooms so I wonder how it is regulated.

Probably this would be also different considered, dependent if that guy had found that girl in a chatroom called " New York" or "sex" .

No, you cannot be arrested by the nickname alone... Heck, I know a bunch of girls that use things like Cindy_69 - does that make her 69 years old?

If they chat a bit, and she sends him a message that says "I am a 14 year odl virgin" and his answer is "Well, then can I have a blowjob"... that would be probably enough ;-)

There are enough real crimes out there without having to try to create new ones!
