There's a big difference between your title:

"French gvmt to indict Dick Cheney"

and what the article actually says:

"Three days before Christmas, the Paris daily Le Figaro front-paged the news that Judge van Ruymbeke had notified the Justice Ministry that Cheney might be among those eventually indicted as a result of his investigation."

If Halliburton can get away with overcharging the US government, they can surely get away from bribery, fraud, etc. charges, especially when it concerns some African country.

They need to indict some ice machines before summer gets here.

Since this law was only passed in 2000 how many times before then do you think the judge has taken a little stipen ?
