The world needs a government where there's one representative from every country, and they all sit around a big table. If one country want's to do something, it should ask the other countries first. For serious matters like war and the like, there should have to be an annonymous vote, either everyone agree's and it goes ahead (everyone with the exception of the attacker and the defender) and see how that works out.
The UN tries to do this, but fails, because of a few select countries that refuse to listen to what the rest of the civilized world has to say.

Just because a country is under the rule of a dictator doesn't make it uncivilized... Many Iraqi's living under Sadam didn't mention him and lived their lives. As long as they didn't do anything or say anything against him, they were safe.
An uncivilized country would be Africa, where even the lions are dying of aids, and the world turns a blind eye.

You forgot to mention that Africa apart from AIDS has dictatorships all over the continent. Thats the reason for the trouble, not the west.
