An insane situation

I read about ccbill and cookies in another thread here. First I could not believe that I as an affiliate should not be paid if the customer had disabled cookies. ( Set IE to high security )
I did the following test:
Had internet security set at "low" level in explorer.
The I went to ccbill's sign up page the [9cc] script thru one of my sponsors links.
Just after this line "(lnput type=hidden name='byPassDeactive' value=''>) in the script came:

(12345= my code )

When IE set to "High level" of security, ( Many must do it those days!! ) the above information is not there,
only the sponsors main account number is shown, not the referring page, nor my code.

I do think this, in the light of all virus warnings, is the main reason for the signups falling for the affiliates. Not many can take the risk to have security level set at "low"
Why is not ccbill and the sponsor putting up a sign in front of the customer saying that he/she must have cookies enabled to do a purchase?
