Yes, you need a simple php script, you can find a russian or indian coder to make at rentacoder.com [up to $75] Don't get a freeware, have it built for you. Most of your traffic buyers will come to you already burned from another broker and you need to give them the impression your operation is unique.

Now you are ready! Join all the boards you can find at ************.com and start spamming your prices. At the beginning it's good to get more than one orders from webmasters before you start delivering so you can buy the traffic from others with larger discount. Always get paid the whole # upfront
