have a look at http://www.caida.org/tools/utilities/netgeo/ there was a demo site using this system but i can't find the link.

it wasn't 100% right, but it roughly managed to find the right area.

Getting and IP to city/region/country is going to be hard if not next to impossible.

Country should be allot easier to get, just go to all the registries in the appropriate country.
