X Border Visa Regs

Question.

If you put Ibill and Verotel on same join page are you in breach of any Credit Card Regs regs. .

If so what regs and wher is this stated.

If you are a USA sponsored merchant yes, if you are an EU sponsored merchant no.

At least that's the story today...maybe different tomorrow.

So what is the solution to this??

I want to offer signup turned down by Ibill ( for reasons other than the cc is no good) as second solution to join.

Also, a foreign biller in Euro is attractive to the Euro clientele...

Should I setup a redirect by IP country???

This situation is sick....

The solution is to have your own merchant account and use a gateway with whatever processors you want. We use Netbilling.

Hi Resolute,

This is not really stipulated anywhere or shall I say anywhere you could refer to. You see, the US processors have interpreted this cross-border regulation most likely from their talks with their merchant bank(s) (i.e., Visa doesn't typically speak directly to merchants) and these merchant banks who have talked with Visa (read: came to a compromise.) Rule #1: don't put anything in writing that way it can always be a question of misinterpretation.

As for Verotel and any others that are legitimately processing in the EU, our merchant banks have not given us a "vice-versa" regulation and therefore it is only stipulated by ommission.
