small webmasters, what happens if you don't pay the acacia fee?

for the small people who don't run pay sites and just run say small tgp's or free sites and aren't generating the kind of income that Acacia is going after.

What's the worst thing that could happen if you choose to ignore it? They could take you into court and a judge would shut your site down. right?

I mean is there a financial penalty for not paying, or do you just get your site shut down?

I don't make a lot, this is just some extra money for me and $1,500 is out of the question. It'd be cheaper just to shut down.
