True, to some extent.

There is no federal law providing a cooling off period, those laws are on a state by state basis.

Most cooling off periods are for sales that happen in the home (as a result of door to door sales), or in a temporary location (such as a tradeshow). For the most part, if either of those circumstances are not present, there is probably not a cooling off period.

A very common myth in consumer law.
