CCBill is a high risk IPSP. (A 3rd party billing service which accepts MCC 5967 transactions). ePassporte does not permit high risk transactions unless agreements have been made between the processor (merchant) and ePassporte. Non-high risk transactions process with no problem. CCBill can elect to accept ePassporte if they choose to enter an agreement with them.
