I do both. An FPA page is going to have a better chance at SE rankings than some sort of redirect page that could possibly get you banned. Plus with the FPA page you are able to give the surfer a sales pitch before you send them off. This way you prequalify the surfer first. I also have a very targeted exit chain off the FPA's. At the end of the chain I pop a Top List which therefore gets me fresh traffic back.
Try both ways and see which one converts better. Sometimes if the incoming hit is so highly targted and you offer them the right site from the get go then redirecting works out well.
For example I have a java script that redircts to a sponsor url but first drops a blur console on the way there. This way I have a blur console waiting for the surfer after they are done with said sponsor. I've had these redirect pages get picked up by the SE's and the conversions kick ass. BUT the search term I'm ranking for is the PaySite name so therefore no pre-selling is required (this is a golden nugget piece of info .:Graucho )
