Higher hourly wages wouldn't make the teachers that are already teachers better, it would make more qualified people apply for the job. It's hard to put on paper, usually teachers need to be fully evaluated before their teaching skills and methods can be judged. In my high school we had new teachers every year because the ones that got a good evaluation would be picked up by higher paying towns. Even though our town was wealthy, we were cheap and the quality of education suffered for it.

Oh no...the same Mulla Muhammad Omar that trained and planned the brilliant defense of his country. I better encourage the President to withdraw our forces...oh wait....once again how many days/weeks was it before that brilliant...well lead...and dedicated fighting force collasped?
