No, but if the business plan is right and the owners are honest, then it's possible that one can win there, without spending any money.
At least that's what I always thought...

You know, it wouldn't be a bad idea to get something like where the customer really plays the german lottery, and you just up the ticket price for like 20% more and then mail it off to a foreign lottery which the prize is only like a million or so dollars and the odds are much better for them, so that way you could say stuff like "100X better odds than USA lotteries." To avoid seeming like fraud, basically your just an intermediary allowing people to play a lottery over the internet that was not available on that arena.
