i got a letter from them today saying pay them $500 in 15 days or they'll pursue further action...

i've put up i think 20 auctions, and payed all the fees via paypal ..ebay is a fuck up just like paypal

As far as the Ebay spying, I can personally attest to this. Let's just say a Detective decided to visit my house one day thinking I was selling stolen goods. 2 weeks later I get all of my stuff back that was confiscated. Luckilly it was electronics and the next generations of these products came out, making mine drop about 20% in price when I wanted to resell.
