No, the average PR for all indexed sites is 1 so there are sites with PR 0 and PR shown is an estimate!

The PR is just an estimate of a site... you think Google only uses a scale from "not indexed" to 0 -10? The function they use must be exponential.

As a little example:

PR 1 --> 10 Links from a PR 0 site
PR 2 --> 10 Links from a PR 1 or 100 from a PR 0
PR 3 --> 10 Links from a PR 2 or 100 from PR1 or 1000 from PR 0

Meaning if like 999 PR 1 sites link to you it probably would still display as PR 3 and therefore it is an estimate of your overal PR....

How exactely PR 1 is related to PR 2.... whether the PR translation function uses bigger exponential numbers for higher PR is unknown....

So what you consider as PR, what is being shown in the browser is just an estimate.... this was made for more simple judging on how good a page is considered!
