Havs anyone here purchased a domain that was already registered and that wasn't put to use?

I'm looking to purchase a non-adult domain for someone (it wouldn't be a high traffic type in domain and the guy doesn't have anything on the domain other than "this domian is for sale")

Also, it has been "for sale" for a long time. The guy wants $400 but it's not worth it. Seeing how this domain has been for sale for so long, why wouldn't someone like this just sell it for $50 or whatever? Any tips on what I should do to get him to lower the price?
