Not necessarily , if they are good, they have their own sites and their own serps, and they aren't making money off selling services to other webmasters. Mostly cause they dont need to. So they most likely wouldnt have any "seo" site that ranks for seo terms.

If you want to find out who can get results, ask them for listings of their own domains, which serps they have, and then cross check those sites in google, msn, yahoo and the waybackmachine to confirm the quality.

A REAL SEO WILL NOT ONLY HAVE ONE SITE RANKED FOR ONE TERM, BUT HAVE NUMEROUS TERMS HELD ON DIFFERENT SITES. Lots of mom and pop sites rank top for big keywords, that does not make the webmaster an SEO, that just makes him a great site builder. Duplicating that on any search term and domain is what makes a guy a real SEO.
