Can Anyone Pinpoint The Year When...

Sales started to decline across the industry and things actually got a lot harder?

By my calculations things started to get harder around '99 - y2k

would anyone concur with those dates?

Nope. Several companies were called on, none that I am aware of actually were found to be guilty.
