Its not that easy. Had an old tree fall over on the house and damage the roof, not too cool during a 125+ mph wind storm...
Its kinda like, if you have theft on your car and its stolen but not paid off.
You dont really get a new car, that one is just paid off.
Growing up in hurricane land, Ive lost a lot of shit over the years, including cars, boats, 4 wheelers etc due to flooding and damage.
My mom had insurance too, but its no xmas party when you lose things.

Picture your house with a foot or so of water in it.
What you cant save, goes.
and no insurance man gives a fuck.
By the time I was 15, we havd lived in 3 different homes that were totally flooded out.
We had to get an apartment for a couple years when I was akid because my moms finances didnt cover things like that. And flood insurance only goes so far.

I would never buy unless I was beachfront and it wasn't worth the risk for me. But I'm a wuss. 
Instead, I rent a house there for a month or two a year - all the fun, none of the responsibilities.
