I would do it by making them agree to a disclaimer before posting. In the agreement it would state that they accept absolute legal responsibility and liability for any content they submit. It would also state they agree to indemnify the owner and affiliates of site if any content is deemed stolen.

Make each surfer responsible for their actions, period.

Depending on the language, you can have the scripts count how many photos have been rated per IP address. After say, 5 photos, have an half page clickable random add displayed. Have a "continue to the photo ratings", link for people no interested in the sponsor.

After implementing that, offer a add free membership for a small monthly fee.
