Used panty producers based in the USA

I am looking for a partnership with someone in the USA who is able to produce and ship used panties to my customers.
I live in Europe and most of the clients who want to buy used panties live in the USA. However, it is very expensive to ship these panties by Fed Ex to the USA. It would be much cheaper if someone in the USA would do this. This is why i would like to outsource this business to someone.

I believe it is illegal to sell used panties in the US via mail. I'm not sure if it's a US Mail thing, or if it applies to Fed Ex etc.

Its bad because you can get in trouble for mailing 'biohazardous waste' which any bodily fluids left on the underwear CAn and WILL be considered if you are caught.
