Being more specific might help. Good programmers tend to specialize or at least have an area they are stronger/more experianced in. One of the advantages of finding someone most suited to your implementation is that they'd be more aware of what's already available out there. Modifying an existing, open source program is a lot better than coding something up from scratch.
