The $750 is not a deposit. It is a registration fee that all US based Visa sponsored merchants (ie anyone using an IPSP) are required to pay. If your friend is in Europe, the $750 registration fee does not apply.

While there may be companies that will accept US based customers without registering them with Visa, I think they are operating on borrowed time (ie Globill).

If she's in the US and really doesn't want to pay the $750, she can do so simply by choosing not to accept Visa.

She can still sign up with CCBill and do processing through the other credit cards they take (mastercard, jcb, discover) plus online checks and dialers (if she wants) with no fees... then sign up for the Visa stuff once she earns the fee.

Probilling might be an option for the Visa transactions (they have no fees) but if you're worried about their stability, do one-time transactions and don't do recurring (so you won't lose any rebills if they go whoopsie).

Also the Carol Cox family of sites is offering a deal where they host your site, give you tons of plugins etc and they take the payments for you - they become a partner in your site (so you are officially part of *their* network of sites) and take a percentage for it.
