What is the point of that? What are the pros and cons of including it or leaving it out?

according to the w3c definition, there are a lot of worthless tags, but unfortunately a lot of browsers still require them to work right...

At a guess it is just saying that it is a public document to level 4.01 of the W3 html standard and is in traditional English.

i've never had a problem leaving it out, not sure if it really makes a difference. perhaps se's look at it for language and such, i dunno.

generally on a lot of sites, a lot of the programs i use build that when i specify a new file, so i just leave it. but when i just build quick & dirty stuff in notepad or something, i never put that in and never have a problem with the site operation.

Yeah, but are there any drawbacks to not having it in an webpage?

It gives information about your site.

Some programs (even windows) use it.

it also informs "newer" browsers how it should actually be rendering the page. turns off some of the older netscape "quirks" and how old version 4.x and earlier browsers rendered the page. set's some "standard default" font sizes, line spacing and what-not.
