New Visa/MC cross boarder regulations - Merchant Accounts (not 3.party.bill)

New Visa/MC cross boarder regulations preclude you from getting a US merchant account if you are not a US citizen.
The good thing with a US account is that you can get an account with no minimum transaction volyme required.

Now, non US citizens needs to get an offshore account and that
means you need to process atleast 30k - 80k per month and a setup fee up to $1500.

Why am I posting this ?
Well, I have a european account and they are really on me
to process more to keep my account. So, I tried to get a new one using my US based company but got the answer at the top.
My current merchant account "supplier" says that people doing under 30k in transactions should use a Thirdparty processor.
But because of the Thirdparty changes/kills/new rules etc. a merchant account was/is something I really want to have as a backup if the Thirparty Processing Biz goes down.

So, if anyone know an offshore (european or other) "supplier" of
adult merchant accounts that doesn't requirer a minimum transaction volyme - PLEASE let me know. Setup fee cost doesnt matter.
