In Australia we have a little thing called the Trade Practices Act. It is enforced by the Australian Competition and Consumer Commission. In it are provisions dealing with misrepresentation and unconscionable conduct.

If there are laws like this in Canada I would think that it would be quite simple to shut this guy down with civil proceedings alone.
