Virginia Governor Wants Internet Taxes

RICHMOND, July 10 -- Gov. Mark R. Warner (D) asked Republican lawmakers today to consider imposing taxes on Internet retail sales and higher taxes on wealthy individuals and corporations as the two sides launched the first overhaul of the Virginia tax code since the early 1900s.

"If there were ever a time that we need to put aside partisanship and . . . the normal things that divide us, now is that time," Warner told a new tax rewriting commission made up largely of GOP legislators.

How would they enforce and collect? Virginia wants to take advantage of the fact that AOL is located in Virginia. Since 70% of the USA web traffic is routed through the state, they think they can get a chunk of most of the internet. This is not possible and violates several clauses of the Constitution including the prohibition of individual states to regulate interstate commerce.
