It's because a lot of webmasters use the Alexa toolbar to check their PR.
A site with a high percentage of webmaster visitors (who care about Alexa) will rank higher than an average site.Comment

cause alexa isn't terribly accurate?
only those who install the alexa software are counted. assuming professional webmasters are more likely to install something like that vs joe surfer = inaccurate results.
