I think his point was that since they are payed spots they dont have to be as clean as the regular submitted galleries. Everybody knows that being able to do anything you want can significantly increase conversions, but when you start trying to convert well with all the fucking rules applied it gets tough.
However, your point is well taken. When you take into consideration how much people are paying for those top spots, they damn well better convert. And when i look at some of them i wonder how they are netting very much if anything on them.
