Just give out usernames and passes to submitters who give you good galleries on a regular basis and post them without verifying. Just do a spot check every once in a while to make sure no one is cheating but thats one quick solution.

great submit partner account admin, deep gallery checking, and linkchecker (just in case you have a submit partner with a server down, etc)
